Robot K9 “Buster” joins high-risk Sacramento operation with no deputies injured as new tech takes center stage

Sacramento County, California – A dangerous standoff in Sacramento County ended with no deputies injured, a suspect in custody, and a new reminder of how quickly police technology is changing the old rules of high-risk calls.

The Sacramento County Sheriff’s Office said the incident centered on 30-year-old Austin Carter, identified by the agency as a registered sex offender, parolee-at-large and suspect with a violent criminal history. Deputies also said Carter had been involved in prior barricade-style incidents, raising the risk level from the start.

What followed was not a routine arrest. It became a showcase of modern tools, careful timing and a decision to keep deputies out of danger for as long as possible.

According to the Sheriff’s Office, Carter had been seen earlier with a firearm. Negotiators tried several times to contact him and persuade him to surrender peacefully, but they received no response. Unknown to deputies at the time, officials later said Carter consumed all of his drugs after learning the Special Enforcement Detail, the agency’s SWAT team, had arrived.

That uncertainty made every move harder. Inside the residence, the Sheriff Craft Observation Utilizing Technology team, known as SCOUT, sent in a drone. The device found Carter in a garage corner. He was alive but unresponsive. One hand was hidden beneath his body. The other held a knife.

Deputies faced a dangerous question: was Carter unconscious, or pretending to be?

Rather than send deputies into a tight space with an armed suspect, the team tried something new. They attached a powerful magnet beneath the drone and used it to remove the knife from Carter’s hand. The Sheriff’s Office described it as the first known case in the nation where a drone successfully disarmed a suspect.

The agency also introduced “Buster,” its new robotic K9 platform, which helped clear obstacles blocking access to the garage. As deputies continued the operation, Carter woke from what officials described as a drug-induced slumber.

Deputies then used the Rook armored rescue vehicle for ballistic protection while moving closer. Carter still refused to comply, according to the Sheriff’s Office. Sheriff’s K9 Beau was deployed and apprehended him.

SED medics provided immediate medical care before Carter was taken to a local hospital. After he was medically cleared, he was booked into the Sacramento County Main Jail, where officials said he remains ineligible for bail.
