Sacramento County moves to boost accountability and efficiency in affordable housing programs

Sacramento, California – This week, the Sacramento County Board of Supervisors took a big step toward changing how affordable housing is managed in the future by unanimously agreeing to an agreement for a full study of the Sacramento Housing and Redevelopment Agency. The decision lets CVR & Associates do a thorough evaluation of SHRA’s organization and puts a new temporary leader in charge of the agency.

The signed agreement indicates that CVR & Associates will look into SHRA’s public housing and housing choice voucher programs, as well as its housing financing procedures and general governance structure. The purpose of the assessment is to find areas that need improvement and provide suggestions that will help enhance accountability, operational efficiency, and compliance with federal housing regulations.

The supervisors also agreed to make Kris Warren of CVR & Associates the SHRA’s Interim Executive Officer at the same meeting. The interim job will last for one year, from February 1, 2026, to January 31, 2027. Warren will be in charge of the agency during the evaluation period and help get SHRA ready for possible long-term changes to its structure.

District 2 Supervisor Patrick Kennedy, who requested that the item be discussed separately, described the vote as a pivotal moment.

“This item…could lead to the greatest changes in affordable housing policy at the County of Sacramento in 40 years,” said District 2 Supervisor Patrick Kennedy.

“It’s been a long time coming and there’s more hard work ahead of us. This will go further in housing people who are currently unhoused or are in critical need of housing than almost anything we have done in years.”

The organizational evaluation should give us more than just a general overview. County officials say that the final results will include clear, useful suggestions and instructions on how to put them into effect. These suggestions are meant to help SHRA’s work better fit with the county’s goals and the rules set by the U.S. Department of Housing and Urban Development. They should also make things more transparent and effective.

A competitive request for proposals process led to the selection of CVR & Associates. A four-person evaluation group, made up of people from both the City of Sacramento and the County of Sacramento, made the decision. The company was picked because it has worked on housing policy, organizational assessments, and consulting for executive leadership.

The county’s consent lets the evaluation continue forward, but the nomination of a leader is not yet official. The Sacramento City Council, which is in charge of SHRA, moved the associated agenda item to a later meeting. The city council must provide its final approval for the interim executive officer appointment to go into force.

The city and county work together to run SHRA, which is a joint powers authority. Its job is to help and grow affordable housing in the Sacramento area. According to county officials, the approved evaluation and interim leadership are meant to support that purpose and set the stage for real, long-term reforms in how housing services are provided.
