California sheriffs’ association recognizes rising students while preserving a leader’s memory

Sacramento, California – A moment of recognition at Antelope High School placed two students in the spotlight, while also carrying forward the memory of a respected California law enforcement leader.

Representing the California State Sheriffs’ Association, Undersheriff Mike Ziegler presented John Sully Memorial Scholarships to Harlin Babrah and Joleen Tobancay, honoring the two students for their accomplishments and the promise they carry into the future.

The awards are more than financial support for students continuing toward their goals. They are tied to the legacy of John Sully, a former Sonoma County Undersheriff remembered for his leadership, service and willingness to accept greater responsibility when needed.

Sully served as second-in-command in Sonoma County and stepped into the role of Acting Sheriff when called upon. His career reflected the qualities the scholarship bearing his name is intended to recognize and encourage: dedication, character, leadership and a commitment to serving others.

Through the scholarship program, the California State Sheriffs’ Association continues that legacy in a direct and meaningful way. Rather than allowing Sully’s contributions to remain only part of the past, the association connects his example with students preparing to shape their own futures.
