State funding moves North Sacramento supportive housing project closer to construction

Sacramento, California – A nearly $31.9 million state award could turn a North Sacramento property into something far more valuable than a collection of buildings: a stable home for older adults and veterans who have been living without one.

The proposed Rio Linda Senior Housing Project would create 100 permanent supportive housing units, combining private living spaces with on-site services intended to help residents remain housed.

The City of Sacramento and developer Urban Capital LLC secured the funding through California’s Homekey+ program. The City’s Office of Innovation and Economic Development and Department of Community Response joined Urban Capital as co-applicants in May 2025.

Plans call for 49 units to be reserved for veterans experiencing homelessness who also have behavioral health needs. Another 49 would house seniors age 55 and older, while two units would be set aside for managers. Alta California Regional Center would provide services for residents with developmental disabilities in 15 units.

“Seniors are one of our fastest-growing and most vulnerable homeless populations. These new homes will provide a dignified solution,” Mayor Kevin McCarty said.

McCarty described the project as the second milestone in the City’s Six Point Plan, following the opening of Sacramento’s Safe Parking site.

Each modular unit, supplied through a partnership with BOSS Homes, would include a queen-size bed, desk, closet, full bathroom and kitchenette. Residents would also receive free internet service.

Shared features are expected to include laundry facilities, gathering areas, storage, offices for property management and support workers, and a community garden.

Residents would sign leases and contribute no more than 30% of their income toward rent. Under Homekey+ requirements, the development must remain affordable for 55 years.

“This funding is a major win for North Sacramento,” Councilmember Roger Dickinson said. “Providing permanent supportive housing to our seniors and veterans gives them the dignity and stability they deserve.”

Urban Capital LLC would purchase the property and oversee development. A separate property management company would handle leasing, maintenance and daily operations. Five full-time case managers would provide supportive services at the site.

Homekey+ is administered by the California Department of Housing and Community Development in partnership with the California Department of Veterans Affairs. It uses Proposition 1 funding to expand permanent supportive housing for veterans and people with behavioral health needs who are homeless or at risk of becoming homeless.

The award is expected to go before the Sacramento City Council for formal acceptance at a future meeting. Construction is currently scheduled to begin in February 2027.
